Framework for the Future

In the spring of 2003, the Council of Ministers of Education, Canada (CMEC), sought an external appraisal of its mission, objectives, and capabilities in order to establish a framework for the organization's future and a foundation for its renewal. Three external reviewers were retained for this task. This report includes recommendations concerning relationships among CMEC member governments, between CMEC and the federal government, between CMEC and major national nongovernmental organizations, and a review of the specific roles and responsibilities of CMEC and the CMEC Secretariat.
