Priorities for phase II of the Pan-Canadian French as a first language project were improving oral communication and fostering more effective use of cognitive and meta-cognitive strategies in reading and writing. These priorities were determined based on a review of student performance completed as part of phase I of the project.

All provinces and territories except Quebec took part in phase II of the project.

Segment 1

The first segment of phase II involved creating an oral communication kit including:

      The second segment of phase II involved creating a training kit on cognitive and meta-cognitive strategies in reading and writing, including:
